
New Order Targets Fair Access to Banking in Alabama
Access to banking services is something many people take for granted, but Alabama leaders say it is something that needs to be protected.
Governor Kay Ivey has signed Executive Order No. 743, aimed at ensuring fair and lawful access to financial services across the state.
“Alabamians count on being able to utilize banking services for their own financial security and prosperity, and such access underpins the stability of our economy,” Ivey said, according to the press release. “State-charted banking institutions must not restrict the use of financial services based on customers’ beliefs, political views or involvement in legal activities.”

The order reinforces the idea that banks should serve all law-abiding citizens without discrimination tied to personal views or affiliations.
According to the press release, the move follows a similar executive order issued at the federal level in 2025, which also emphasized equal access to financial services nationwide.
State officials say this has already been the expectation, but the new order makes that stance even clearer.
“Governor Ivey’s executive order closely aligns with the long-held position of the State Banking Department that no person shall be denied access to financial services solely due to their beliefs, affiliations, political views or engagement in lawful activity,” Banking Department State Superintendent Mike Hill said, according to the press release.
The order directs Alabama’s Banking Department to provide guidance to state-chartered banks moving forward, ensuring they continue operating in a way that is safe, sound, and fair for all customers.
